An agreement to jointly manage the Chinese Opera Institute was signed by the Ministry of Culture and the Beijing Municipal government on March 20, 2014 in Beijing. Dong Wei, deputy minister of the Ministry of Culture, and Yang Xiaochao, deputy mayor of Beijing, signed the agreement.

According to the agreement, the Ministry of Culture will focus on policy aspect support, including strengthening the role in guiding the Chinese Opera Institute to make cultural policies, creating a development outline and bringing greater opera and art education into the development plan for this undertaking.

The Beijing government will take into account both listing the Chinese Opera Institute as an intangible cultural heritage with the Ministry of Culture and the integrated planning of personnel training. A graduate class for outstanding young Chinese opera actors will be established and the local government will also help provide funds and policy support for the construction of the Institute's research base represented by the "Mei Lanfang Art Research Center." The Beijng government will encourage the Chinese Opera Institute to participate in various activities in the areas of culture and arts, along with foreign cultural exchange.

The Chinese Opera Institute will now be jointly managed of the Ministry of Culture and the Beijing municipal government. In 2000, the Institute was solely managed by the Beijing municipal government.
